Steps

1. Classify the equipment under the correct Table 1 category (large drivable milling machines, half lane or more) rather than a different equipment category with different controls.
2. For cuts of any depth on asphalt only, equip the machine with exhaust ventilation on the drum enclosure and supplemental water sprays designed to suppress dust.
3. For cuts of four inches or less on any substrate, ensure the machine uses exhaust ventilation plus water spray, or water spray combined with a surfactant, per the Table 1 column that applies.
4. Operate and maintain the machine so it actually minimizes dust emissions in practice, not just on paper.
5. Manage and clean up wet slurry generated by dust suppression before it dries, since dried slurry residue creates a secondary silica dust exposure.
