Steps
Determine the applicable award category: Perpetual by Performance (pavement at least 35 years old, no structural failure, average resurfacing interval of at least 13 years), Perpetual by Design (new pavement meeting perpetual design criteria), or Perpetual by Conversion (rehabilitated pavement converted to meet perpetual design criteria).
Create or log into a NAPA account on driveasphalt.org to access the nomination system.
Submit the nomination within the annual window (nominations are accepted August 15 through October 31).
For Design and Conversion category nominations, route the submission through the National Center for Asphalt Technology (NCAT) review process.
Assemble supporting pavement history/design documentation appropriate to the chosen category before submitting.
Known gotchas
The nomination window is a fixed annual date range (August 15–October 31); missing it means waiting a full year for the next cycle.
The three award categories have materially different eligibility criteria (multi-decade performance history vs. new-pavement design criteria vs. rehabilitation conversion criteria) — nominating under the wrong category leads to rejection.
Design and Conversion nominations require NCAT review/approval, not just NAPA administrative acceptance, so those categories carry an added technical review step Performance nominations may not.
