  1. Send GET to https://api.github.com/repos/{owner}/{repo}/actions/runs with the Accept application/vnd.github+json header
  2. Optionally filter by query parameters event, status, branch, actor, head_sha, created, or check_suite_id
  3. Read the workflow_runs array and inspect each run's id, status, conclusion, event, head_branch and head_sha
  4. Paginate with per_page (default 30, max 100) and page parameters
