Steps
Obtain an API key from Bing Webmaster Tools under the Settings > API Access section for your verified site
Send a POST request to the URL submission endpoint (webmaster.bing.com/api.svc/json/SubmitUrlbatch) with a JSON body containing your site URL and an array of page URLs to submit
Set the Ocp-Apim-Subscription-Key header to your API key; no OAuth is required for this endpoint
Check the response for any validation errors and log submitted URLs with timestamps to track usage against your daily quota
Monitor your remaining quota via the API's quota endpoint or the Webmaster Tools dashboard to avoid hitting the daily URL submission limit
Known gotchas
Daily URL submission quotas are tiered based on the site's traffic history in Bing; new or low-traffic sites receive a lower daily limit that increases over time as the site earns trust
Submitting URLs for a site that is not verified in Bing Webmaster Tools under that API key returns a 401 or 403 error — verification must be completed first
IndexNow (supported by Bing) shares the same quota pool as direct API submissions; using both simultaneously can exhaust the quota faster than expected
