Determine the EPA Lead and Copper Rule Revisions/Improvements (LCRR/LCRI) compliance deadlines for lead service line inventories and replacement

Steps

1. Under the 2021 Lead and Copper Rule Revisions (LCRR), all public water systems were required to submit an initial service line inventory (categorizing every line as lead, non-lead, galvanized-requiring-replacement/GRR, or unknown) by October 16, 2024.
2. Under the 2024 Lead and Copper Rule Improvements (LCRI), systems must submit a baseline inventory — adding connector/gooseneck material data and updating the initial inventory — by November 1, 2027, which is also the deadline for each system's service line replacement plan.
3. Systems must then post annual inventory updates by January 30 each year starting in 2029 (program year 1 runs Nov 1, 2027-Dec 31, 2028), and validate a subset of non-lead lines by December 31, 2034.
4. The LCRI requires full replacement of all lead and GRR service lines within 10 years, at a cumulative average annual rate of 10% first assessed at the end of program year 3 (Dec 31, 2030), unless a system qualifies for a deferred deadline (capped at no slower than 39 replacements per 1,000 connections/year).
5. Systems serving more than 50,000 people must post their inventory and replacement plan online; smaller systems may use another public-access method (mail, in-person at the utility office).
