If unsure which agency has jurisdiction, use the ASC's Appraisal Complaint National Hotline (refermyappraisalcomplaint.asc.gov) to get routed to the correct state and/or federal agency — the hotline itself does not investigate complaints, it is a referral tool.
For USPAP violations or appraisal-independence violations specifically, use the hotline's guided questions to identify likely agencies with jurisdiction.
To file directly, identify the state appraiser regulatory board with jurisdiction and submit the complaint through that board's process, often an online portal.
Include the appraisal report, the appraiser's name/credential number, and a specific description of the alleged violation to help the board's intake review.
Expect the board to conduct an initial legal-sufficiency review before opening a formal investigation, which may include requesting the appraiser's workfile.
Known gotchas
The ASC hotline routes complaints — it does not itself adjudicate or investigate; stopping at the hotline referral without following through to the identified agency accomplishes nothing.
Jurisdiction can span more than one agency, and the hotline may return multiple referrals — following up with only one may leave part of the complaint unaddressed.
