Steps

  1. Authenticate as a staff user with sufficient circulation permissions
  2. POST to /api/v1/holds with patron_id, biblio_id (or item_id), and pickup_library_id in the JSON body
  3. Optionally set expiration_date on the hold
  4. Confirm the response returns 201 Created with the new hold_id
