Documented steps

In the service settings choose to add a custom domain and enter the wildcard form such as *.example.com
Collect the two CNAME records Railway returns (one for the wildcard and one for _acme-challenge) plus one TXT record
Add both CNAME records and the TXT record at your DNS provider
If using Cloudflare, enable Universal SSL and set the encryption mode to Full
Wait for ownership validation and the automatic Let's Encrypt certificate issuance

Known gotchas

Wildcards cannot be nested, so a wildcard of the form star.star.example.com is not allowed
Wildcards work at any subdomain level, for example *.example.com or *.sub.example.com
The _acme-challenge CNAME and TXT interplay is what lets Railway issue the wildcard certificate
