Send GET requests to one of the six endpoints, e.g., rates/city/{city}/state/{ST}/year/{year}
For high-volume lookups, call the conus/zipcodes endpoint first to resolve a ZIP code to a Destination ID (DID), then query conus/lodging or conus/mie by DID
URL-encode special characters in city names (periods, apostrophes, hyphens) per GSA's guidance
Cache results per fiscal year since GSA updates rates annually in mid-August
