Steps
Fetch pca.state.mn.us/business-with-us/smart-salting-training for the MPCA Smart Salting training program overview
Confirm Level 1 is an individual certification (Roads, Parking Lots & Sidewalks, or Rural Roads track) earned by passing a test at the end of a 5.5-hour training, valid for 5 years
Confirm Level 2 is an organizational certification earned through the Smart Salting tool's winter maintenance assessment, valid for 2 years and renewed by resubmitting the assessment reports
Note MPCA also runs a separate 'Smart Salting for property management' certification (3-year validity) and a 'Smart Salting for water softening' certification (4-year validity) — distinct tracks with their own durations, not variants of Level 1/Level 2
Clarify to the client that Smart Salting certification is a training/BMP credential, separate from any liability-limitation law
Known gotchas
Don't apply one duration across all tracks — Level 1 individual (Roads/Rural Roads/Parking Lots & Sidewalks) is 5 years, Level 2 organizational is 2 years, and the separate property-management track is 3 years; citing the wrong number for the wrong track misstates the credential
Smart Salting certification does NOT currently carry a statutory liability shield in Minnesota — see the companion route on MN's pending salt-applicator liability legislation; don't imply MN certification works like NH's RSA 508:22
MS4 permittees holding a 5-year Level 1 certification still must meet MPCA's separate annual winter-maintenance training requirement in the interim years — the 5-year cert doesn't exempt them from yearly refreshers
