Steps
Create a HUD USER account and generate an access token from the FMR API dataset page
Include the token in the Authorization Bearer header on requests to the base URI https://www.huduser.gov/hudapi/public/fmr
Query by state, county FIPS code, or metro area, specifying the fiscal year of interest
Use the updated parameter with a year value when you need the FIPS code set current as of a specific update cycle
Cache results locally since FMR values are published annually and don't change intra-year
Known gotchas
FMR data is only queryable through the API back to roughly fiscal year 2017 forward; older historical years may not be accessible the same way
FIPS and county geography codes can change between update cycles, so a cached FIPS code from a prior year may not resolve correctly without checking the updated parameter
