Sign the Peppol Transport Infrastructure Agreements with the relevant national Peppol Authority in your jurisdiction
Implement the Peppol eDelivery AS4 profile (OASIS AS4 / ebMS3) including signed and encrypted payloads, four-corner addressing, and receipt acknowledgements
Set up your Service Metadata Publisher (SMP) to register document types and endpoint URLs for participants you onboard
Register your SMP with the central SML by submitting the SMP registration request to OpenPeppol's SML operator
Pass conformance testing against the OpenPeppol test endpoint for both send and receive directions, then request Peppol PKI production certificates
Known gotchas
Access point certification requires both technical conformance testing and a signed legal agreement — you cannot go live with only one of the two
Production Peppol PKI certificates are issued only after conformance testing passes; test certificates from the PKI test environment cannot be used on the production network
SMP registration in the SML propagates to DNS; allow time for DNS TTL propagation before expecting participant lookups to succeed
