Steps
Build an OTA_AirBookLLSRQ with an Air Segment of Status 'GK' (passive/informational) for a carrier not hosted in Sabre
Submit the passive segment to create a PNR shell with all mandatory elements (name, contact, ticketing date field)
Add a remark element documenting the carrier's own confirmation number and ticket number
Price the passive segment using a manual fare entry (SB or stored fare entry) rather than GDS auto-pricing
Issue a Miscellaneous Charge Order (MCO) or a paper ticket against the manual fare if electronic ticketing is unavailable
Queue the PNR to an offline processing queue for agency accounting reconciliation
Known gotchas
Passive segments do not interact with airline inventory; overbooking or cancellation by the carrier will not automatically update the Sabre PNR—a manual status check is required
Storing a manual fare in Sabre against a passive segment requires the fare basis, tax codes, and total amount to be entered precisely; errors result in incorrect BSP settlement
MCOs (Miscellaneous Charge Orders) are largely deprecated; most modern workflows should use EMD-S instead, but legacy carriers may still require MCO processing
