Steps

1. Confirm on tceq.texas.gov whether the hauling activity is classified as a 'municipal sludge transporter' activity, since Texas regulates grease-trap waste, grit-trap waste, domestic septage, and sewage sludge/biosolids transport under this same registration category
2. Complete and submit TCEQ's Municipal Sludge Transporter Registration/Renewal/Update form (form TCEQ-00481) to register as a transporter of grease-trap waste
3. Separately determine whether the operation also handles used oil (as distinct from grease-trap waste); if so, complete TCEQ's separate one-time Used Oil Handler / Used Oil Filter Handler registration, since this is a distinct registration category from sludge transport
4. Maintain any manifest, trip-ticket, or reporting documentation TCEQ requires for registered transporters, and renew registration per TCEQ's schedule
